I believe that what Hosea is trying to say is that while we are obedient we can do everything. That being obedient sums, is the climax of our duties. 

Obedience

Define Obedience: Compliance with an order, request, or law or submission to another's authority.

List words that mean the same thing as "Obedience": compliance, tractability, acquiescence

Give a few examples of Obedience: When your mother asks you to clean your room and you obey and you clean.

When the teacher asks you to to finish your assignment you obey and you finish it.
 
When you are asked to help with the grocery, you obey and you help with the grocery.
